Why we need to pay for drug testing in order to renew our driver's license?

we have to pay an extra 300pesos for drug testing everytime we renew our drivers license. about 99% will suffer with this amount in order to trace the 1% positive of drug.|||Oh, that!? That is for the generals' relatives and friends. To give business to their doctor sons and daughters and their friends who may not be getting much business from their practice. That idea came from one of those generals who handled the LTO once, I forgot his name. He also came up with the idea of having this emission testing on cars before registration renewal can be approved also for Php300.00!!!|||That's ridiculous...I'd try to talk to a local legislator and tell them to change the law, that one is ridiculous, we don't even have that in the old anti-drug USA.|||The law has good intentions, unfortunately it is not that effective in stopping drug crazed drivers in the Philippines. The problem with Philippine laws are they are not implemented well, some are not implemented at all. If we implement all of the laws to the last letter, we will be as draconian as Singapore. That is why when the law is strictly implemented a lot of people complain because they are not used to it.|||It's the LAW my friend, so we need to adhere to it,

Where else would you need to pay a separate "terminal fee" of 750 pesos for departing international passengers at the airport? It wouldn't be so bad if there were visible improvements of facilities or better service at the airport. It still looks like the 1960s over there if it wasn't for the computer screens at the check in counter. There are thousands of passengers who depart every day, mutliply that with 750 and you'll start scratching your heads.





And how about the "express-lane" fee at the bureau of immigrations for passport seekers who want to get their passports faster? Isn't that a double standard for the government to give better, faster service to those with more money?|||somebody cooked it up to earn extra money
